A municipality wants to serve 30% more streets with the same number of trucks. Is it the route, the timing or the bin placement?
Problem
The municipality serves 42 streets with six trucks. Population growth adds 14 more streets, with no budget for new vehicles. Most complaints are “the bin overflowed” and “the truck is noisy at 6am.”
Background
There is no fill-level data; drivers set routes by habit. A street market runs on Sundays on both sides of the neighbourhood, doubling waste that day.
Constraints
- No new vehicles or staff.
- No collection before 07:00 or after 22:00.
- Hardware investment such as sensors is capped at 150,000 TL.
